2026 Civic Engagement Conference

Jim Welty serves as the Civic Engagement Program Manager for the Missouri State Alliance of YMCAs and the State Director for the Kansas Youth and Government program. In these roles he leads curriculum design, advisor support, and statewide partnerships to grow delegations and deliver high quality student legislative experiences. A certified Project Management Professional (PMP), Jim brings more than six years of experience leading cross functional teams, managing complex programs, and building systems that sustain long term success. His background includes serving as President of the Arizona Speech & Debate Coaches Association, teaching and directing programs at Brophy College Preparatory, and founding the Speech Equity Project. Across each role, his work centers on expanding access, aligning strategy, and driving meaningful outcomes for students and schools. He holds Master’s degrees in Social Studies Education and in Law and Economics, and as a YAG alum he is excited to help Youth and Government thrive across the Midwest.
